Hello, I’m Leo Enes Şahin. I am a former Astar Network ambassador and an early investor in the Polkadot ecosystem. I currently reside in Italy, Turkey, and Thailand.

**Timezone:** CET, GMT+3, and GMT+7. I am primarily in the CET timezone in Italy.

### **Qualifications:**

- **Education:**
  - Bachelor’s in Psychology
  - Master’s in Artificial Intelligence Engineering (1 year completed, researched human nature and AI)
  - Master’s in Cognitive Psychology and Neuroscience (ongoing academic studies on human intelligence and AI)

- **Experience:**
  - Involved in the cryptocurrency space since 2013, starting with Bitcoin.
  - Joined the Polkadot ecosystem as an early investor, even before the parachains existed.
  - Served in Astar Network’s ambassador program for approximately 2 years.
  - Extensive experience as both a developer and researcher in blockchain technology.

### **Background:**

I am one of the most prolific article writers in the Astar Network ecosystem. I’ve had the privilege of promoting Astar Network globally, starting from Turkey and expanding to other countries. My articles have collectively garnered over 10 million views, with an average of 20,000 organic views per piece, contributing significantly to the ecosystem.

In addition to my content contributions, I possess significant technical knowledge of Astar Network, ranging from WASM to EVM. This year, I participated in Polkadot events in Belgium, Singapore, and Thailand, representing Astar Network as both an ambassador and a volunteer.

I was also a speaker at Astar Network’s first event in Turkey, where I introduced the ecosystem to influential figures, resulting in thousands of live attendees in Spaces during early 2022 and 2023. To this day, I remain active in Astar Network as an investor and content creator.

### **Motivation:**

The primary reason I am applying to join the Astar Network Council is to be an independent voice for the community and to address user concerns. With my experience dating back to 2013 and my commitment to the Web3 decentralization culture that Gavin Wood has instilled in us, I aim to ensure this vision thrives within our ecosystem.

My ultimate goal is to onboard more projects to Astar Network by showcasing its unique dApp staking program to developers.

### **Plans:**

As a council member, I plan to attend all major global events across Europe and Asia. I will self-fund these trips to avoid burdening the treasury. My objectives are:

1. To safeguard the treasury.
2. To promote Astar Network globally.
3. To be the community’s voice within the Council.

I have dedicated a significant portion of my daily life to Astar Network’s development. If selected as a council member, I am confident that we can make Astar Network exceptional once again!

This month, together with Floki, we started to strengthen the Turkish leg of Astar Network. With my arrival, we shared work. With the network information I have, I communicate with people in Turkey and contribute to the development of Astar Network Turkey. Together with Floki, we formed a group called Parachain guild. Here, we have brought together Turkish people working in official positions in projects in the Polkadot ecosystem. Our aim is to organize events under the leadership of Astar Network in Turkey. We are currently preparing Polkadot Decoded view Party in turkey.

### **Availability:**

I currently dedicate 18 hours of my daily life to Astar Network and the Polkadot ecosystem. Spending 10 hours per week on council responsibilities will not pose any challenge. Additionally, as someone with financial independence, I do not engage in any other daily work apart from my project.

### **Potential Conflicts of Interest:**

I want to address this topic openly. I am the CEO and founder of Neurolanche X Labs, which currently holds the highest ASTR stake in the dApp staking program. However, my position as an Astar Network council member will not result in any conflicts of interest.

To date, I have supported countless projects in our ecosystem, both in dApp staking and on social media. I am applying for the council not as the CEO of Neurolanche but as someone who has dedicated two years to this ecosystem.

To date, I haven’t earned even a single dollar from the dApp staking program. Everything is transparently spent on development.

Moreover, I participate in this program not for a modest amount like $800, as some might think, but to contribute to the ecosystem.

If you’ve noticed in my application, I stated that I would self-finance all event participation. I’m not sure how long you’ve been in the ecosystem, but you can be certain that my focus is on the ecosystem’s health, not $800 who has million dollars in astr.

- What is the size and diversity of your training dataset? How are you ensuring that the data isn’t biased or unbalanced?
- What techniques are you using for fine-tuning the model? Are you employing LoRA or PEFT?
- What specific loss function are you using to train your model, and why is it suitable for your application?
- Are you incorporating Reinforcement RLHF like OpenAI? If so, how are you gathering and validating the feedback?
- What cloud service or on-premises infrastructure are you using? Can you detail the server specs, including GPUs and networking configurations?
- How are you handling horizontal and vertical scaling for inference under high demand?
- What techniques are you using to minimize latency for real-time interactions?
- How are you ensuring fault tolerance and high availability in your infrastructure?
- Are you using REST or GraphQL for your APIs? How are you securing your endpoints against misuse or DDOS attacks?
- Which tokenization scheme does your model use? Are you employing BPE or SentencePiece?
- What rate-limiting strategies are you implementing to prevent abuse while maintaining fair access?
- How are you making your model explainable and interpretable to users?
- What steps have you taken to audit and mitigate biases in your model?
- Are you keeping audit logs for model interactions? How do you ensure these logs are secure?
- Given the high cost of training and maintaining models, can you break down how funds are allocated to training, infrastructure, and development?
- Are you leveraging any open-source pre-trained models or building everything from scratch?
- Do you have a GitHub, GitLab, or Bitbucket repository where we can see your development progress or contributions?
- Do you maintain technical documentation in your repository for the backend, APIs, and system architecture?
- Are you sharing any details about your AI model, such as architecture, training methodology, or datasets? Are pre-trained models or checkpoints available for community use?
- Are any components of your system open source? If so, could you provide links to the repositories?
- Can we see active commits, issue tracking, and collaboration on your GitHub? Are you inviting contributions from the community?

You can fool people with your pre-existing marketing templates and exaggerated hype, but not me.

As I mentioned, you can find answers to all your questions on our website. If you have any additional issues, feel free to create a proposal to remove dApp staking and submit it for voting. I, on the other hand, will openly discuss this on Twitter with my community. Let’s see how the Astar Network community responds to us afterward. This will show you how much value we’ve added to the ecosystem, and you’ll get the answer you need.

Additionally, I’ve already proposed sharing our GitHub data with the core team for transparency. If you need anything and are genuinely curious, I can meet you in person and show you everything open source.

Wow, the audacity! You’re seriously trying to control the narrative while sitting on a mountain of Astar tokens to manipulate any vote, aren’t you? It’s painfully obvious that you’re banking on your token weight to shield your dApp from accountability. The fact that you’re _inviting_ proposals to de-stake your dApp, knowing full well you can rig the outcome, is laughable. A true leader wouldn’t flex their voting power, they’d face criticism head-on and provide clear, transparent answers.

You’re bragging about transparency while conveniently hiding behind vague website statements and “discussions on Twitter.” Twitter hype and staged community responses don’t count as accountability. And proposing to share your GitHub data _only_ with the core team instead of making it public? That’s not transparency, it’s damage control.

Let’s be real: your “added value” to the ecosystem is nothing more than marketing smoke and mirrors, cobbled together with Envato Elements assets and lies about custom development. A _real contributor_ wouldn’t shy away from public scrutiny or rely on a rigged vote—they’d be confident their work stands on merit alone.

Keep hiding behind your hollow words and overinflated ego. The community is waking up, and sooner or later, your dApp will crash under the weight of your lies. Have a great day indeed, clown.
