Let me just make something clear before this goes any further. Leo is not able to use this fund because of being locked in EVM wallet. Locked funds in EVM are not able to be used in voting on the offchain platform.
I’m also wondering why all this negativity at the moment, everyone was able to participate in the community council application, yet a lot prefer to just provide criticism than actively joining the council to support Astar Foundation moving forward. As mentioned in another reply, it’s very easy to blame a protocol or individuals. I truly hope we can count on everyone moving forward.

However, on the blockchain, ensuring one person, one vote is practically impossible without implementing human verification systems like Worldcoin. In this regard, the one-vote-per-token system is rational. If you are dissatisfied, there are other options, such as encouraging ASTR holders to vote.

All this negativity is here because a bad actor is currently trying to hijack a position of power in an ecosystem he abused for over a year, sorry we didn’t think of running against him.
I and a few others see a candidate that we don’t agree with because of their actions and are voicing our concerns, telling us the only way we could fight this is by running against him and not by voicing questions in a public forum is just absurd.
Thats correct, also before the voting started there has been a snapshot taken of the chain. Only that snapshot is taken in consideration for this voting. So new wallets or move funds to more wallets to influence votes is not possible anymore.
Yes, directly translating democratic voting into Web3 is undeniably challenging, and at this stage, ensuring that voters are KYCed to guarantee a true “one person, one vote” system is impractical and maybe impossible at the moment.

I agree with @Zorounashi that, at this early stage, on chain governance is highly susceptible to manipulation and could lead us down some very dark paths. Whether you implemented it now out of necessity or simply rushed it out the door, in my opinion, it was a mistake. You all remember Giotto and the chaos of DOT OpenGov. Do we really want to repeat that here with Faruk as the new Giotto?
As for what can be done at this point, one thing is clear: in the next and future elections, ensure that every candidate must first prove their REAL contributions to the ecosystem before being allowed to run.
Thats something Foundation will make sure, that’s why we implemented the Gov v1 and not the latest. The main council can always intervene if we feel something isn’t right for the good of Astar. We have learned a lot from messed up things happening in Polkadot and I’ll make it my mission to not have this on Astar Network.
Real world democracy is therefore superior to blockchain-backed democracy, because it is fairer? I thought I understood that blockchain could serve to improve it, not to create a more pyramidal system than the one that surrounds us every day.

I think the model chosen for governance is the most appropriate for the current state of the Astar community. Even if there are 6 roles, Astar Foundation will always have superior control over the most critical decisions.
All in all I don’t understand why Leo’s candidacy is passed off as a given, as he has several million tokens, other whales or team members could have them and could simply vote against it.
Returning to the GOV1 issue, I believe it is in an initial state and having these discussions can benefit a more suitable construction for the management of Astar, avoiding repeating the mistakes seen on Polkadot.
Initially, I didn’t want to propose delisting his app, as stated in the introduction of the community council’s guidelines: “The Council can unregister a dApp from dApp staking if necessary. A 4/5 majority agreement is required for additional scrutiny and consensus.”
However, after everything that’s unfolded, It’s time to delist the Neurolounch dApp. You have to stop the bleeding before it spreads too far, or it will be too late to save what’s left.
