Over the past few weeks, the Astar Community Council (ACC) has been working on improving the governance and operational structure of the Astar Ambassador Fellowship (AAF) to ensure it remains transparent, sustainable, and aligned with the evolving needs of our ecosystem.

Today, we’re pleased to share the Astar Ambassador Fellowship – Activity, Performance & Retention Framework, a document that establishes clear guidelines for ambassador participation, performance evaluation, reward eligibility, retention, and offboarding.

The goal of this framework is to provide greater clarity and consistency for both ambassadors and the ACC by defining transparent expectations and standardized processes that support fair evaluations and long-term program sustainability.

This document is part of the ongoing evolution of the Fellowship and represents the first of several complementary frameworks aimed at strengthening the program’s governance and operational foundations.


Astar Ambassador Fellowship - Activity, Performance & Retention Framework

Purpose

The purpose of this framework is to establish a transparent, fair, and sustainable structure for managing participation, performance, and retention within the Astar Ambassador Fellowship.

As the Astar ecosystem continues to evolve, the Fellowship must maintain clear standards that encourage meaningful contributions, support contributor development, and ensure long-term alignment with the goals of the ecosystem. This framework provides a consistent approach for evaluating participation, recognizing impact, and maintaining an active and accountable Fellowship.

This framework defines:

  • Minimum participation expectations.
  • Performance evaluation standards.
  • Reward eligibility requirements.
  • Ambassador status classifications.
  • Inactivity and retention policies.
  • Offboarding procedures.

This framework is designed to strengthen the effectiveness, consistency, and sustainability of the Ambassador Fellowship while creating a clear path for contributors to grow and succeed within the program.


1. Core Principles:

The Ambassador Fellowship operates under a set of core principles that guide participation, evaluation, rewards, and retention decisions across the program.

Consistency Over Volume

Consistent contributions throughout a quarter are generally more valuable than a large volume of activity concentrated immediately before reporting deadlines.

The Fellowship is designed to encourage continuous participation, sustained engagement, and long-term ecosystem involvement rather than short periods of activity focused solely on meeting reporting requirements.

Quality Over Quantity

Contributions are evaluated based on their quality, effort, relevance, impact, and overall value to the Astar ecosystem rather than activity volume alone.

Meaningful contributions that generate tangible value for the community, ecosystem, or strategic objectives of Astar may be considered more impactful than a larger number of low-value activities.

Transparency and Accountability

Participation expectations, evaluation criteria, reward eligibility requirements, and retention policies should remain clear, understandable, and accessible to all Fellowship participants.

Ambassadors should understand how their contributions are evaluated, while evaluators and program administrators should apply the framework consistently and fairly across all participants.

Sustainability

The Fellowship is intended to support the long-term growth of both contributors and the Astar ecosystem.

While the program prioritizes active participation, it should also provide reasonable flexibility for temporary periods of reduced activity when appropriate. The objective is to maintain a healthy, engaged, and sustainable ambassador network capable of delivering consistent value over time.


2. Minimum Participation Requirements

To remain in good standing within the Ambassador Fellowship, ambassadors are expected to maintain a minimum level of participation and engagement during each evaluation period.

At a minimum, ambassadors are expected to:

  • Submit their quarterly report before the established reporting deadline.
  • Participate in activities aligned with their assigned specialization track(s).
  • Demonstrate meaningful contributions that support the growth, visibility, or development of the Astar ecosystem.
  • Maintain a level of activity sufficient to be evaluated under the Fellowship Evaluation Framework.

These requirements establish the baseline expectations for active participation within the program and help ensure that Fellowship resources remain focused on contributors who are actively engaged in supporting the ecosystem.

Failure to meet these minimum requirements may affect evaluation outcomes, reward eligibility, ambassador status, and continued participation in the Fellowship.

3. Evaluation Framework

Ambassadors are evaluated on a quarterly basis by designated reviewers using a standardized scoring system.

The purpose of the evaluation process is to assess the quality, consistency, effort, relevance, and overall impact of contributions made during the reporting period. Evaluations are intended to provide a fair and consistent method for recognizing contributions, determining reward eligibility, and supporting retention decisions within the Fellowship.

Reviewers should evaluate contributions holistically, considering not only the quantity of activities completed, but also their value to the community, ecosystem, and strategic objectives of Astar.

0 Null, Incomplete, or Missing Contribution
1 Low
2 Medium
3 High
4 Exceptional

Score Definitions

0 - Null, Incomplete, or Missing Contribution

The contribution was not completed, was not submitted, lacked sufficient evidence for evaluation, or did not provide meaningful value to the ecosystem.

This score may also be used when a required report or deliverable is missing.

1 - Low

The contribution was completed but demonstrated limited quality, effort, relevance, consistency, or ecosystem impact.

While some value may have been provided, the contribution fell below the expected standards of the Fellowship.

2 - Medium

The contribution met the expected requirements and demonstrated an acceptable level of quality, effort, and ecosystem value.

This score represents a solid contribution that fulfills Fellowship expectations without significantly exceeding them.

3 - High

The contribution exceeded standard expectations and demonstrated strong execution, consistency, quality, and ecosystem value.

Contributions at this level typically produce clear and measurable benefits for the community or ecosystem.

4 - Exceptional

The contribution significantly exceeded expectations and demonstrated exceptional quality, leadership, innovation, strategic value, or ecosystem impact.

This score should be reserved for contributions that clearly stand out from normal Fellowship expectations and deliver outstanding results.


4. Performance Levels

Evaluation results are grouped into performance levels that provide a standardized way to classify ambassador participation and contribution quality during each evaluation period.

These levels are used to support reward calculations, ambassador status assignments, performance tracking, and retention decisions throughout the Fellowship.

Level 0 - Inactive

The ambassador demonstrated little or no meaningful participation during the evaluation period.

Examples may include:

  • No quarterly report submitted.
  • No measurable activity during the quarter.
  • Insufficient evidence of contribution to support an evaluation.

Ambassadors classified as Level 0 are considered inactive for the reporting period and are not eligible for rewards.

Level 1 - Low

The ambassador remained active during the quarter but performed below the expected Fellowship standards.

Contributions were present but demonstrated limited consistency, quality, impact, effort, or ecosystem value.

This level indicates participation that falls below the minimum performance expectations established by the Fellowship.

Level 2 - Medium

The ambassador met Fellowship expectations and maintained satisfactory participation throughout the evaluation period.

Contributions demonstrated a reasonable level of quality, consistency, and ecosystem value while fulfilling the expected responsibilities associated with the ambassador’s role and specialization track(s).

This level represents successful and fully satisfactory Fellowship participation.

Level 3 - High

The ambassador exceeded Fellowship expectations through consistent, high-quality contributions and meaningful ecosystem impact.

Contributions at this level demonstrate strong execution, reliability, initiative, and measurable value to the community or ecosystem.

This level represents outstanding Fellowship participation and sustained performance beyond standard expectations.


5. Reward Eligibility

Reward eligibility is determined by the ambassador’s final performance level for the evaluation period.

The Fellowship uses performance-based reward multipliers to ensure that compensation remains aligned with participation, contribution quality, consistency, and overall ecosystem impact.

Level 1 Eligible for 0.5x rewards
Level 2 Eligible for 1.0x rewards
Level 3 Eligible for 1.25x rewards

Performance levels are assigned through the Fellowship Evaluation Framework and applied consistently across all eligible ambassadors.


6. Consistency & Participation Guidelines

The Ambassador Fellowship values sustained participation throughout the evaluation period.

While contribution quality remains the primary factor in performance evaluations, designated ACC reviewers should also consider participation consistency when assessing overall ambassador performance.

The objective is to encourage long-term ecosystem engagement rather than isolated periods of activity concentrated around reporting deadlines.

Positive Participation Patterns

Examples include:

  • Contributions distributed across multiple weeks or months.
  • Continuous engagement within the ecosystem.
  • Ongoing support of community initiatives.
  • Regular participation in responsibilities associated with the ambassador’s specialization track(s).
  • Consistent communication and collaboration with ecosystem stakeholders and community members.

These behaviors demonstrate reliability, commitment, and long-term engagement with the ecosystem and should be reflected positively during evaluations.

Participation Patterns That May Impact Evaluations

Examples include:

  • Long periods of inactivity followed by a sudden increase in activity immediately before report submission.
  • Contributions concentrated exclusively near reporting deadlines.
  • Sporadic participation with limited evidence of ongoing ecosystem involvement.
  • Repeated periods of minimal engagement throughout the quarter.

While these situations do not automatically result in lower scores, designated ACC reviewers may consider participation consistency as part of their overall assessment of contribution quality, effort, and ecosystem impact.


7. Ambassador Status Classification

In addition to quarterly performance levels, ambassadors are assigned operational statuses that support Fellowship management, retention tracking, and offboarding decisions.

Performance levels reflect quarterly contribution outcomes, while ambassador statuses provide an ongoing classification used to monitor participation and determine any required follow-up actions.

Active

Assigned to:

  • Level 2 ambassadors
  • Level 3 ambassadors

These ambassadors are meeting or exceeding Fellowship expectations through consistent participation and meaningful ecosystem contributions.

Active status represents the standard standing within the Fellowship and requires no additional action.

Under Review

Assigned to:

  • Level 1 ambassadors

These ambassadors remain active members of the Fellowship but have demonstrated performance below expected standards during the evaluation period.

The purpose of this status is to identify contributors who may benefit from additional guidance, support, or performance improvement opportunities before further retention decisions are considered.

Under Review status does not affect Fellowship membership but may trigger additional monitoring during subsequent evaluation periods.

Inactive

Assigned to:

  • Level 0 ambassadors

These ambassadors did not demonstrate meaningful participation during the evaluation period.

Inactive status initiates the inactivity tracking process described in the Retention and Offboarding sections of this framework.

Ambassadors assigned this status are not eligible for rewards for the corresponding evaluation period.

Removed

Assigned to ambassadors who have been formally removed from the Fellowship through the established offboarding process.

Removal may occur as a result of inactivity, repeated low performance, voluntary departure, or other Fellowship governance decisions when appropriate.


8. Low Performance Policy

The Fellowship recognizes that contributors may occasionally experience periods of reduced participation while remaining valuable members of the ecosystem. Temporary declines in activity or performance do not automatically result in removal from the program.

The purpose of this policy is to provide ambassadors with opportunities to improve their participation while ensuring that Fellowship membership remains aligned with the program’s expectations and objectives.

First Consecutive Level 1 Evaluation

  • Status:

Under Review

  • Action:

The ambassador receives feedback regarding areas for improvement and remains fully eligible to continue participating in the Fellowship.

The objective of this stage is to encourage performance recovery and provide additional guidance where appropriate.

Second Consecutive Level 1 Evaluation

  • Status:

Performance Review

  • Action:

The Astar Community Council may conduct a performance review to better understand any challenges affecting participation and identify opportunities for improvement.

This stage is intended to support ambassador development and evaluate whether additional assistance or adjustments may be beneficial.

Third Consecutive Level 1 Evaluation

  • Status:

Removal Eligible

  • Action:

The Astar Community Council may initiate a formal review to determine whether continued Fellowship participation remains appropriate.

Factors that may be considered include contribution history, demonstrated improvement efforts, ecosystem involvement, communication, and overall commitment to the Fellowship.

Removal is not automatic and remains subject to ACC discretion.

Performance evaluations are intended to encourage contributor growth and long-term participation. The Astar Community Council retains discretion to consider exceptional circumstances on a case-by-case basis when applying this policy.


9. Inactivity & Offboarding Policy

The Fellowship recognizes that contributors may experience personal, professional, or ecosystem-related circumstances that temporarily affect their ability to participate.

For this reason, inactivity does not automatically result in removal after a single evaluation period. Ambassadors are provided a reasonable opportunity to resume participation before offboarding actions are taken.

The purpose of this policy is to maintain an active Fellowship roster while allowing flexibility for temporary periods of inactivity.

First Consecutive Inactive Evaluation

  • Conditions:

Level 0 performance evaluation.

  • Status:

Inactive

  • Action:

The ambassador remains a member of the Fellowship and retains the opportunity to resume participation during the following evaluation period.

No rewards are distributed for the inactive quarter.

This evaluation period counts toward inactivity tracking.

Second Consecutive Inactive Evaluation

  • Conditions:

Level 0 performance evaluation for a second consecutive quarter.

  • Status:

Removed

  • Action:

The ambassador is removed from the active Fellowship roster and their status is updated to Removed.

This offboarding process is intended to ensure that Fellowship resources, opportunities, and responsibilities remain focused on active contributors.

Removal due to inactivity is an administrative Fellowship status change and should not be interpreted as a disciplinary action. The policy exists to maintain an accurate and active contributor roster while preserving opportunities for future participation.


10. Rejoining the Fellowship

Removal due to inactivity does not permanently prevent future participation in the Fellowship.

Former ambassadors are welcome to apply during future recruitment, onboarding, or application periods, subject to the Fellowship policies and requirements in effect at that time.

Applications from former ambassadors will be evaluated using the same standards, criteria, and review processes applied to all applicants.

Previous participation in the Fellowship may be considered as part of the overall application review, but does not guarantee acceptance or preferential treatment.

The Fellowship values long-term community engagement and welcomes the return of contributors who are prepared to actively participate and support the ecosystem.


11. Governance & Amendments

This framework is maintained by the Astar Community Council and may be reviewed or updated periodically to ensure continued alignment with Fellowship objectives, community needs, and ecosystem priorities.

Amendments may be considered based on factors including, but not limited to:

  • Community feedback and contributor input.
  • Fellowship performance and participation trends.
  • Governance decisions.
  • Ecosystem evolution and strategic priorities.
  • Operational experience and program effectiveness.

The ACC retains authority over the interpretation and application of this framework, including the resolution of situations not explicitly addressed within this document.

Any approved modifications should be documented and communicated transparently to Fellowship participants before taking effect whenever reasonably possible.

The most current published version of this framework shall be considered the authoritative reference for Fellowship participation, evaluation, retention, and reward eligibility.


Effective Date

This framework becomes effective as of Q2 2026 and will serve as the official governance framework for ambassador activity, performance evaluation, reward eligibility, retention, and offboarding within the Astar Ambassador Fellowship.

All ambassador evaluations, performance classifications, reward decisions, retention policies, and offboarding procedures conducted from Q2 2026 onward will be carried out in accordance with the standards and policies defined in this framework.

To ensure fairness, transparency, and equal treatment for all participants, this framework will not be applied retroactively to previous evaluation periods. Any evaluations completed prior to Q2 2026 will remain subject to the policies and procedures that were in effect at that time.

This framework is intended to provide clear expectations, transparent evaluation standards, and fair participation guidelines while supporting ambassadors in their development as ecosystem contributors and community leaders.
