It seems that Astar’s documentation is a little outdated. UCG is no longer active and has been replaced by a program called the Strategic Staking Program (SSP):

First, I recommend checking the requirements. In principle, eligibility is limited to projects that are already live on Astar. I assume your application has not yet launched on Astar, so it would likely not qualify for this program.
Separately, it is still possible to request a grant, but I don’t think the materials currently provided are sufficient to make a decision.
