Q2 2025 – Astar Community Council Update

As Q2 2025 officially concludes, the Astar Community Council is glad to share a fresh update on our recent activities, deliverables, and progress made toward improving ecosystem governance, support and dApp Staking Management. The ACC remains committed to upholding transparency and accountability while building effective, community-first systems.

:white_check_mark: Highlights from Q2 2025

:chart_increasing: Finalization of Evaluation Parameters

We successfully completed the evaluation framework for community-based contributions, which will help guide future compensation requests (e.g., Agent Tips) and increase transparency across the board.

Key elements include:

  • A clearly organized Excel-based matrix of evaluation items.
  • A structured review flow for incoming Tips proposals.
  • The Agent Tip request for the NFT Bridges support proposal was formally processed using this framework.

:counterclockwise_arrows_button: Updated dApp Staking Guidelines (Including Soneium)

The dApp Staking guidelines, requirements, and Code of Conduct have been officially updated to accommodate projects beyond the Astar Network. This includes projects built on Soneium, Ethereum, Polkadot, and other parachains across the Astar ecosystem.

Key updates:

  • :white_check_mark: Required ASTR utility in the form of payments, staking, or other mechanisms.
  • :spiral_calendar: Public roadmap and long-term commitment to Astar.
  • :bar_chart: Regular reporting (monthly or quarterly) from approved dApps.
  • ↺ Flexibility in deployment models with a strong focus on accountability.

:clipboard: Astar dApp Staking Survey

To better understand the impact of recent changes to the dApp Staking system, the Council launched the Astar dApp Staking Survey. This short, multi-language questionnaire collected community feedback on the updated staking mechanics, including the ability to move stakes twice per Build to Earn period without losing bonuses. The insights gathered are intended to guide future adjustments and improvements.

:page_facing_up: UCG Program Review & Drafting

The ACC has made progress in reviewing the UCG (Unstoppable Community Grant) Program:

  • A detailed tracker has been compiled to log all dApps that received UCG support, including status and results.
  • A public-facing template for new UCG proposals has been created and is under Council review.
  • A working draft to update the UCG program is currently in development.

  • :money_bag: Community Treasury Growth – As of the beginning of Q2 2025, the Astar Community Treasury held approximately 109,500,000 ASTR. Despite regular expenses throughout the quarter—including grants and Ecosystem Agent Tips—the balance has continued to grow, reaching 116,192,022 ASTR by the end of Q2. This reflects ongoing staking returns and highlights the sustainable design of the treasury’s on-chain strategy.
  • :link: On-Chain Treasury Operations – The Council coordinated and executed several on-chain actions related to the Community Treasury:
  • :wastebasket: Delisting of Inactive Projects – Several projects were reviewed and delisted from dApp Staking through Council votes: Zenlink, KEKKAI, StarSwap & Neurolanche
  • :receipt: Evaluation and Listing of New Projects – The Council evaluated and onboarded new projects to Astar’s dApp Staking protocol, in alignment with the updated multi-chain guidelines:
    • SFY Labs and AltLayer were reviewed and officially whitelisted for participation in dApp Staking.

  • These listings reflect the Council’s commitment to expanding the staking ecosystem beyond Astar-native deployments while maintaining accountability and alignment with ASTR utility goals.
    • :wrench: Agent Program 2.5 Workflow – Internal setup and documentation of workflows to support the upcoming iteration of the Astar Agent Program.

:tear_off_calendar: Looking Ahead to Q3

In Q3, the Council will focus on:

  • Finalizing the UCG Program updates.
  • Public rollout of the evaluation framework for Tips and grant assessments.
  • Continued documentation and refinement of onboarding flows for both dApps and Agents.
  • Ongoing review of dApp staking candidates for alignment and eligibility.
  • Preparing the groundwork for the next iteration of the Astar Agent Program, including evaluation standards and onboarding logic.
  • Exploring new transparency tools and automation for treasury reporting.
  • Evaluating potential improvements to the delisting process to streamline reviews and reduce ambiguity.
  • Expanding dApp security and listing criteria following the Neemo incident, with improved due diligence standards.

:repeat_button: End of Term & Community Discussion

As we reach the conclusion of the initial six-month term of the Astar Community Council, we want to engage the community in the decision about what comes next.

:tear_off_calendar: The initial mandate was set to conclude on July 1st, 2025, a date which has now passed. While the Council has continued operating to maintain continuity, it’s time to formally determine the next steps. With that date approaching, we propose the following:

  • :megaphone: Open discussion with the community on whether the current Council should be extended for another six-month term.
  • :counterclockwise_arrows_button: If the community prefers, we can organize new elections to bring in fresh members.
  • :ballot_box_with_ballot: If any community members are interested in joining the Council, they are encouraged to submit their candidacy and proposals.

We welcome feedback and suggestions and want to ensure that the decision reflects the will of the broader Astar community.

:compass: Council Proposal:

Given the momentum built over the past six months and the consistent support received from the community, the current Community Council proposes to extend the term of the existing members for another six months. This approach allows us to maintain operational continuity and avoid disruptions in ongoing initiatives such as UCG reform, dApp onboarding, and ecosystem agent program development.

However, we remain fully open and transparent: if any community members wish to join, we warmly encourage them to step forward. We’re happy to expand the Council and bring in fresh perspectives that will contribute to the ecosystem’s growth.

:folded_hands: A big thank you to the community, contributors, and dApp teams who have actively engaged with Council initiatives, provided feedback, and helped shape these updates.

I have a few questions.

  • It seems that the information in column A is insufficient. Is this okay?

  • In addition to UCG, how is the re-evaluation of projects listed on regular dApp Staking progressing?
    For example, tofuNFT has already terminated its service, but it remains listed.

I’m currently leading the UCG Tracker initiative. As you may have noticed, the document is still a draft — something I definitely plan to refine and move forward with the support of the Council.

From the list of priorities, this wasn’t a P0 task compared to others like developing the evaluation criteria for the Agent Program, coordinating the review rounds, and helping reshape the dApp Staking process. These might not seem time-consuming at first glance, but they require a lot of asynchronous work and attention.

Finalizing the Tracker, improving the data quality, and discussing each topic within the Council is part of my plan for the upcoming term — if the Council’s mandate is extended. If not, the next members will decide how they want to proceed with it based on what they find most useful.

The evaluation isn’t fully up to date, so it might not accurately reflect the current state of things. As I mentioned, I drafted the initial version of the model, but the Council had other priorities over the past few weeks.

I do believe that at the end of each quarter, it would be valuable to reassess all projects using clear, objective criteria — such as:

  • number of stakers (supporters)
  • dApp quality
  • core functionality
  • and more

This is something we’ll need to refine moving forward — defining the most relevant parameters to get a reliable, up-to-date snapshot of the UCG landscape every quarter.

Thanks for the update, this really paves the way for decentralization, it is exciting to see how the governance system is improving thanks to the work of the core and the community council, which has excelled in raising the efficiency of the network by discarding projects that no longer contributed anything to the ecosystem, looking forward to the completion of Q3, great job.

I see, I understand. It is natural that there are priorities, so I will wait for the reevaluation to proceed.

I think the six months have literally flown by, and all the work done has already provided a clearer picture of the community’s direction and the decentralized management of the Astar chain. Changing members now, in my opinion, would only slow down progress, and I’d rather extend the period than waste time selecting, analyzing, and confirming new members. :slight_smile:

By the way, I thought it might be better to submit reports monthly rather than every three months.
I understand that there were several heavy tasks, such as setting up the CoC and updating the Agent Program. However, since I don’t know how much time each task takes, I personally feel that progress is slow. I think this doubt could be resolved if there were monthly reports, even if they were brief.

I don’t know what other community members think, but if anyone else shares this opinion, I would like them to consider it.

Regarding whether progress is fast or slow—I personally feel that things are moving more slowly than I initially imagined. I think switching to monthly reports (though they may be somewhat simpler than the current quarterly ones) is a good idea. It would allow us to break milestones down into smaller segments, which I believe could psychologically encourage council members to show progress more consistently.


Starting from Q3, we also plan to begin tracking the progress of individual tasks, so I believe monthly reporting is feasible. What do you think? > @Community_Council

I’m fine with it if we can find a way to make it fast to produce as it would become counter productive if too much time is taken for reporting advancment each month instead of working on our various initiatives/tasks.
