As we complete the first quarter of 2025, we’re glad to share an update on the progress of the Astar Community Council. Since its formation, the Council has been at work establishing a governance framework that reflects our values of openness, collaboration, and sustainable growth.
Here’s a recap of our efforts and key updates for Q1:
Progress Overview
Code of Conduct for dApp Staking
A comprehensive framework has been established to outline clear expectations and responsibilities for projects participating in Astar’s dApp Staking program.
Survey for dApps on Code of Conduct Compliance
To ensure alignment and transparency, we conducted a survey with participating dApps to gauge compliance with the newly introduced Code of Conduct.
Unstoppable Community Grant (UCG) Program Updates
We’ve made meaningful progress on refining the UCG process. Discussions are ongoing to further streamline and improve the application and evaluation stages.
Revised Entry Criteria for New dApps
Partially addressed through the Code of Conduct and an evaluation matrix. Final refinements and community approval of the matrix are still in progress.
Delisting Procedures
The Council has agreed on a deliberate and transparent approach to evaluate and delist underperforming or inactive dApps. Each project will be reviewed individually via the Astar Forum, with care and community feedback guiding the process, followed by a Council motion for removal of the dApp Staking Program.
UCG Grant Cap Update
The Community Council has approved an increase in the UCG grant pool—from 17M to 25M ASTR per project—to better support high-impact ecosystem initiatives while maintaining sustainable treasury management.
Onboarding Criteria for New Soneium Projects
Initial guidelines have been introduced through the Code of Conduct. However, further work is needed to ensure clarity and consistent application across the ecosystem.
dApp and UCG Onboarding Documentation Update
Documentation updates are underway to reflect new standards and expectations, ensuring a smooth and transparent onboarding experience for all projects.
Evaluating Ecosystem Agent Contributions
With the transition to on-chain governance, the Community Council has taken on a new and essential responsibility: evaluating Ecosystem Agent contributions and approving Tips proposals for compensation.
Under the new Tips Proposal System:

Agents may submit one compensation proposal per quarter, including a justification of their work (events, content creation, technical support, community building, etc.).

The Council will review each proposal, assess the impact and quality of contributions, and determine if the requested amount is justified.

Proposals must be transparent, well-documented, and aligned with Astar’s broader mission—including its integration with Soneium.
This model ensures that the Community Treasury is used responsibly and that agents are rewarded based on merit, not affiliation. It’s a big step forward in making governance more inclusive, accountable, and fair.
We’re currently working to establish transparent evaluation guidelines, streamline proposal reviews, and ensure every contributor gets the recognition they deserve.
What’s Next?
As we head into Q2, our focus will be on:
Finalizing and publishing the delisting process as formal documentation.
Completing and releasing the onboarding criteria for Soneium projects.
Wrapping up the UCG program refinement and publishing updated application and evaluation guidelines.
Finalizing the evaluation matrix for new dApps.
Continuing updates to onboarding documentation for both dApp Staking and UCG programs.
Evaluating and beginning the delisting of inactive projects from the dApp Staking protocol.
Setting up clear processes to assess Ecosystem Agent contributions and distribute Tips-based compensation.
