Proposal to Delist Neurolanche and Justification for Non-Compliance with dApp Staking Code of Conduct

Summary: Neurolanche currently fails to meet multiple critical criteria outlined in the Astar Network dApp Staking Code of Conduct. Their actions (and inactions) not only neglect their responsibilities but actively mislead the community and misuse staking rewards without contributing meaningful value to the Astar ecosystem.

The following will outline the detailed points of non-compliance of the Neurolanche team in regard to the Code of Conduct.

Detailed Points of Non-Compliance:

1. Migration Away From Astar Ecosystem (Section 7 Evaluating Negative Impacts):

  • Neurolanche’s core token, $NEROX, is deployed exclusively on OP Mainnet and not on Astar Network.
  • They have removed any ASTR token integration from their previously announced social announcements regarding the burning mechanism through their App subscription.
    • NEROX is now only mentioned in the burning mechanism.
  • The Nerox AI app does not mention, integrate, or utilize ASTR in any identifiable way.
  • Their website/portal platform only connects through OP Mainnet, with no visible connection to Astar Network.
  • This behavior reflects a migration of value away from Astar, which harms the ecosystem.

2. Lack of Transparency and Reporting (Section 6 Reporting and Monitoring / Section 7 Evaluating Negative Impacts):

  • Neurolanche has not submitted any recent reports or updates required under dApp Staking guidelines.
  • They failed to participate in the CoC survey initiated by the Astar Community Council and failed to respond to the Council’s outreach.
  • No meaningful community updates have been posted in Discord, Telegram, and X for almost a month.
  • No meaningful community updates have been posted on the Astar Forum in over 4 months.
  • User’s reports around issues and concerns (token price, rewards, app bugs) are ignored on multiple social platforms.
  • My tries of collecting more information within the team’s telegram - from users and team - have been dismissed in the way of deletion of my messages. Currently being blamed on a Telegram bot setup.

3. Misleading Reward Mechanism and Lack of Real Astar Contribution (Section 3 Purpose / Section 4 Compliance Requirements):

  • Initially claimed that ASTR stakers supporting Neurolanche would receive 25% rewards.
    • It is unclear if this is the only Astar-related feature/allignment they offer, and it does not result in sustainable contribution (TVL, volume, app adoption) to the Astar ecosystem.

4. Misleading Marketing and Lack of Deliverables (Section 7 Evaluating Negative Impacts):

  • Neurolanche has posted claims about launching large campaigns and securing partnerships with 20+ partners.
    • However, no campaigns or partnerships have materialized or been transparently presented to the community.
    • This misleading communication damages Astar’s reputation by associating dApp Staking with non-transparent projects.

5. Inactive and Poorly Maintained Platforms (Section 7 Evaluating Negative Impacts):

  • Their zkStrike game on Astar is inaccessible, and there has been no clear or easy-to-find communication around fixing or updating it.
  • The Nerolanche NFT collection has had no marketplace activity for over three months.
  • Their Telegram group is poorly moderated, contains spam and inappropriate content, showing a lack of basic moderation or community care.
    • The same goes for some of the Discord channels upon investigation.

6. Misuse of dApp Staking Rewards (Section 2 Definitions and Terminology / Section 4 Compliance Requirements):

  • There is no real clarity or transparency around how dApp staking rewards are actively used besides the 25% kickback reward. There are no clear updates, reports, or disclosures being made regarding budget, contributors or deliverables.
  • Evidence suggests that dApp staking rewards are being claimed, sent and sold on a CEX almost daily, which creates continuous sell pressure on the ASTR token, which is harmful to the community and the value of the token itself.
  • This behaviour directly contradicts the goals of the dApp staking program. This gives the impression that the team remains active in extracting value from Astar, rather than contributing value back to the ecosystem.

7. Misuse of dApp Staking Rewards (Section 2 Definitions and Terminology / Section 4 Compliance Requirements):

  • There is no clear public information about Nerox AI subscriber numbers, app revenue, or how dApp Staking rewards are used in regard to bringing new subscribers and/or Astar dapp stakers.
  • They continue to receive staking rewards without delivering meaningful progress, improvements, or on-chain activity supporting Astar Network.

Conclusion:

Neurolanche is in clear violation of multiple sections of the dApp Staking Code of Conduct, including lack of transparency, misleading communication, failure to contribute to the Astar ecosystem, misuse of staking rewards, and migration of value to another chain.

Currently, dApp Staking rewards are being directed to Neurolanche, sustaining a team that is primarily focused on building and promoting their $NEROX token, which exists solely on the OP Mainnet, not Astar Network.

This results in Astar stakers unintentionally funding a project that no longer meaningfully supports the Astar Network, undermining the goals and integrity of the dApp Staking program.


From the above stated justification and conclusion drawn, I’m proposing the delisting of the Neurolanche project from the dapp Staking portal.

This has been discussed on the Forum on several occasions.
But finally it seems that there is a lot of concern and dissatisfaction raised about the current situation even within their community.

If the project side cannot provide enough information to understand, I agree to delist them from their influence.

As often mentioned in other topics and discussions, the tier or the fact of being present on the dApp Staking Portal for a long time does not affect in any way the possibility of delisting. Unfortunately at the moment the little presence on social media, the dissatisfied community and the lack of communication of any kind leads me to be in favor of delisting.

Currently, there is a distinct lack of transparency into the development status of this project, leading to community anxiety and frustration. I understand that development takes time, but as long as we are being paid for staking dapps, I think it is necessary to disclose the progress of development.

If you can’t provide this in a way that the community is comfortable with, then I fully support this proposal.

I fully support the proposal.
Furthermore, I personally believe that Neurolanche should be delisted immediately without waiting for an on-chain vote.

Their actions constitute a serious breach of trust towards the Astar ecosystem, and based on the currently available evidence, clear violations of the dApp Staking Code of Conduct are apparent.

Therefore, I strongly request the following urgent measures:

  • Immediate delisting from the dApp Staking portal
  • Immediate suspension of dApp staking rewards and temporary freezing of associated assets, at least until further investigation is complete

Any further delay may lead to continued sell pressure on the ASTR token and a loss of trust in the entire dApp Staking framework.

Based on this case, I also propose the future establishment of:

  • Emergency protocols to deal with clear misconduct without delay
  • Stronger enforcement of periodic transparency and reporting requirements for staking reward usage
  • Clear, predefined penalties for violations of the Code of Conduct

I urge swift action for the sake of protecting the Astar ecosystem.

Neurolanche Response to Delisting Proposal

We appreciate the opportunity to clarify and respond to the concerns raised. While we acknowledge the challenges of the current market and ecosystem shift, we believe Neurolanche continues to contribute meaningfully to Astar Network and the broader community.

1. Token on OP Mainnet & Superchain Strategy (Soneium/OP/Astar)

The decision to launch $NEROX (ERC-20) on OP Mainnet was based on the ongoing transition of Astar to Soneium and future plans for Superchain token interoperability. It’s common practice for projects to deploy tokens on Ethereum L1 or EVM chains to access greater liquidity and tooling. However, the zkStrike game, NFT minting, and community rewards were all natively launched on Astar Network, making us one of the most active contracts on Astar zkEVM for several months—only behind ArthSwap.

This was not a migration away from Astar, but rather a dual-pronged strategy to adapt to market liquidity needs while still building on Astar.

2. Transparency & Product Delivery

Neurolanche has consistently demonstrated transparency and delivery:

  • We launched three distinct apps: zkStrike (Astar zkEVM), NERO Dog, and NEROX AI.
  • We launched NFT collections on Paras, contributing volume and engagement to the ecosystem.
  • Throughout 2024, we published monthly reports—something many projects did not do.
  • We built a 17K-member community with high engagement on Twitter and Telegram.

We acknowledge the recent pause in updates due to financial constraints caused by ASTR price depreciation, but we’re ready to resume monthly reporting.

3. Reward System & Contribution Model

Our 25% staking reward mechanism was designed to incentivize user participation—a common practice among Astar dApps (e.g., Neemo, Astar Degens). While we’re not a DeFi protocol (so TVL is not a suitable KPI), our focus has been on active users, app engagement, and tx volume, which align more closely with metrics for gaming and AI-based dApps.

4. Marketing & Ecosystem Campaigns

The crypto downturn, paired with ASTR dropping from $0.08 to $0.02, heavily impacted our ability to scale marketing. Still, several partnerships were initiated, and past integrations within the Astar and Polkadot ecosystem are publicly verifiable via our announcements. Campaigns were delayed, not abandoned.

5. Community Channels & Moderation

Due to losing two moderators, our Telegram and Discord moderation became more difficult. Spam filters were implemented, but issues persisted. We are currently working on better moderation systems and onboarding new moderators to ensure a safer and more professional environment.

6. Use of dApp Staking Rewards

As with any project, dApp staking rewards are a lifeline for operations, covering infrastructure, salaries, server costs, and market-making. We believe it’s inappropriate to assume that rewards must sit idle or untouched. However, we recognize the importance of transparency and are open to adopting a reporting model—if a standard template from Astar Foundation or any precedent exists, we’re ready to follow it.

7. Continued Contribution & Ecosystem Alignment

Neurolanche is still one of the most active projects on Astar, with:

  • Three live applications (Zkstrike server is down, due to cost, our focus shifted to NEROX AI and Nero Dog)
  • NFT activity and user base
  • Continued community engagement and loyalty

While we did explore deeper integration with Soneium, we received no grant or financial support, despite our willingness to realign. We believe the current Astar strategy favors Soneium-native projects, which has made it difficult for us to sustain momentum on Astar.


Final Note

We are committed to rebuilding trust, improving communication, and aligning with the evolving vision of Astar/Soneium. Delisting Neurolanche would punish a project that delivered above average in both product and community impact, despite market hardships.

We respectfully request reconsideration and a structured path forward, including clear guidelines for compliance, transparency, and contributions expected in this new phase of Astar’s evolution.

This opinion is no different from their previous responses and lacks specificity.

We are not asking for their past accomplishments or their vision of what they would like to do in the future. This is because past achievements are only a story of the past, and the question is where we are now.

The question is how things are going at the present time.

We, the community, demand information that objectively confirms 'the state of development at this stage.

We also demand that the more than 20 partnerships be made public.

If this is not met, we believe they should be delisted.

I also ask for a formal apology to the Japanese community for the way I have worded the image.

The Japanese community gave back by supporting the project as hard as they could when it was working properly, and their support must have been quite significant. Our relationship with Leo has gone sour because, as we have seen in the forums, he no longer responds and his activities have become opaque.

The increase in NFT prices is due to the community, including the Japanese. He attributes this to himself.

Neurolanche has consistently placed the community at the heart of its efforts, offering incentives through NFT staking, ZkStrike with weekly prizes, the NERO DOG reward campaigns, and dedicating 25% of all rewards to stakers. This commitment has been recognized and valued by many users. Our Japanese community, in particular, has shown remarkable loyalty and has played a key role in driving our growth.

As for the upcoming updates and the 20 planned partnerships, some have already been highlighted in past announcements. These include collaborations with projects from the Astar/Soneium and Polkadot ecosystems, along with several Turkish partners we have strong ties with. However, given the current market landscape—especially the situation around dApp staking and the decline in ASTR’s price—we’ve been forced to scale back some of our planned activities. Please keep in mind that we’re not a project that raised millions in funding and can easily manage start expending money.

We would appreciate it if you could take a bit more time to consider this situation. Even developing a marketing plan can quickly demand upwards of $50,000, especially when aiming to engage major KOLs or launch impactful campaigns. At present, Neurolanche relies heavily on dApp staking to cover essential expenses, such as NEROX AI server costs, developer salaries, staking rewards, and market-making operations.

I am not denying that changes in plans, etc. may occur in response to market conditions or past performance.

Enough with the rambling on about why projects don’t work. It can be said whatever you want it to be.

Also, it is only recently that a post was made about over 20 partnerships. Market conditions cannot be a reason for reduced activity on this.

I am asking that the current status of the development be made public so that it can be objectively evaluated.

As long as the project is generating income, it needs to be.

Also, there is still no apology to the Japanese community. We demand an apology for treating us like vampire.

Hello Astar forum! great topic for discussion. my observations are as follows: the reward for ZkStrike and Nero Dog season 2 did not materialize and was completely ignored. Considering that I invited more than 70 people of different nationalities from Turkey to Russia. My people are completely disappointed. Many of them were banned from groups because they asked questions. marketing? there is none either. also information from their official website with developers has disappeared. No communication with the community. I do not believe that it is impossible to devote 10-20 minutes a day to give at least some information in groups. too many questions and almost no answers. all this led to what we have now.

Sorry this is wrong, it is not organic, and it is against the dApp Staking rules. You can’t offer tokens intended to strengthen part of its development to reward its community, in fact it would be Astar who actually rewards its community and not the project, there are many things wrong here and it’s certainly a nice opportunity to fix them.

This says that they never had a plan for when the market would condition development.

The KOL only serve for a pump and dump, at this stage of development as you have specified, you need a walking product, and I think they have had the opportunity with their market maker to resolve these points, really is what I see, I hope they can resolve their situation but meanwhile the community is the last to decide whether or not to leave dApp Staking, which by the way, ā€œonly funds part of the developmentā€, projects should have their own source of funding.

A small correction: CoC tolerates a reasonable percentage of dApp income redistribution to the dApp staker community in order to attract and retain stakers.

However, it should remain reasonable regarding other dApps’ capacity to offer such advantages and not hinder the proper development of the project redistributing part of their dApp income.

While the 25% offered by Neurolaunch is still considered reasonable concerning other dApps’ capacity to offer such advantages, their financial difficulties stated by @flype tend to indicate that giving such a perk may not be sustainable for Neurolaunch at the moment, especially if they rely heavily on dApp staking income to survive. However, this reliance is not compliant with the CoC, as dApp income should be a support to operate and not the main source of income.

Sorry @flype, but I need to clarify and emphasize that the dApp Staking Code of Conduct is very clear on this point — according to item (2):

dApp Staking is not a funding mechanism or charity program. Projects must be self-sustaining regardless of staking rewards.

In this context, self-sufficiency means that while dApp Staking helps launch and support project development, it should not be the primary long-term revenue source. Projects must remain viable even without staking rewards. If additional funding is required, it should be secured from other sources.

I was the Council member responsible for contacting the Neurolanche team regarding the submission of the Code of Conduct survey, and I’d like to share the following:

  • On February 19th, I contacted @Leo and provided all required documentation and instructions for completing the survey.
  • On the same day, I also reached out to @defiguy (the COO of the project), giving him the same guidance, as we are both Brazilian and communicate more effectively in our native language.
  • Still on February 19th, @Leo responded: ā€œThanks for it, definitely support it and will back today.ā€
  • On February 28th, he said: ā€œI am gonna send it today.ā€
  • On March 3rd: ā€œAhmet is filling it.ā€

Despite these messages and a deadline extension granted to all projects, the Council never received the survey from the team. (It’s worth noting that some other teams also failed to submit the survey and are no longer part of the ecosystem or have shown no intention to continue.)

Therefore, the entire Code of Conduct guideline was properly and clearly shared with the team.

The fact that after all this time, there is still no comment from Leo himself is probably the answer to everything.

He has continued to run away from the voices from the community, just as he is doing now in this forum.

We, the Japanese ambassadors, have been asking him about positive topics as well as critical ones in order to have constructive conversations.

Too many times he say ā€œI will do it todayā€ and then don’t do it, just like flype did on Feb. 19, ā€œThanks for it, definitely support it and will back today.ā€ and then on Feb. 28, "I am gonna do it today. to ā€œI am gonna send it today.ā€ but no reply by the end of February.

I don’t trust his ā€˜I will do it from now on’. So I don’t trust anything he says about his vision for the future.

Hi @flype thanks for your response. I believe that rebuttal in your response makes sense if it is backed by clear evidence, but I am not sure if I can find them properly. One link you have shared is quite outdated and no clear tx history for the dAppstaking reward usage. And as other mentioned, the response should include clear explanation on the current situation rather than what have been done/achieved.

Hello well, I meant that the 25% rewards should not be the only offer of the team to attract stakers, they should have their own source of income.

Now is the right time to modify this rule, it is wrong for projects to reward their users with rewards obtained from dApp Staking. It is necessary to deepen it, since it would be Astar who gives the rewards indirectly and not the dApps, that is not organic.

Following the standard process, the ACC opened a public discussion regarding the potential delisting of the Neurolaunch dApp. Unfortunately, despite multiple invitations, the Neurolaunch core team chose not to participate, nor did they engage in any meaningful way to address concerns or seek a resolution.

Given this lack of cooperation and seriousness, the ACC has determined that continuing with the usual referendum process is no longer appropriate in this specific case. As such, we will proceed with an expedited delisting vote, a measure that falls within the discretionary authority of the ACC.

This decision aligns with precedents where expedited procedures were used in similar situations — such as when teams requested delisting themselves, explicitly declined participation in the dApp staking program, or became inactive/unresponsive.

We remain committed to transparency and fairness in all governance matters. However, for the integrity of the ecosystem, the ACC must also act decisively when projects show disregard for the collaborative and public nature of this process.
