Proposal: Astar Community Meetup: Pre-Coding – Bursa, Turkey
Introduction
Hello community I am excited to present a new proposal: Astar Community Meetup: Pre-Coding, which will be held in Bursa, Turkey and co-hosted with KozaDAO.
The main goal of this meetup is to introduce the local community to the Astar ecosystem, promote awareness of the Soneium network, and set the foundation for the Hackathon we plan to organize in 2–3 months.
This event is especially important because it will allow us to take the pulse of the Bursa community, strengthen our grassroots presence in Turkey, and ensure that the upcoming hackathon is aligned with community needs and expectations.
Context
The Astar ecosystem is rapidly growing worldwide as a hub for multi-chain smart contracts and developer-friendly infrastructure.
Soneium is emerging as a protocol that brings new opportunities for creators, developers, and Web3 enthusiasts.
In Bursa, Web3 awareness is already rising, and KozaDAO has proven itself as a strong local organizer with past events for projects like SUI, BASE, SUI, Avalanche, and more.
This makes Bursa the perfect place to expand Astar’s presence in Turkey.
Activities
The meetup will focus on both education and engagement:
Knowledge Sharing – Sessions introducing Astar’s ecosystem, Soneium’s role, and opportunities for builders.
Community Discussion – Gathering feedback to better design the hackathon.
Networking – Connecting developers, creators, students, and local Web3 enthusiasts.
Practical Onboarding – Encouraging attendees to engage with $ASTR on-chain.
Event Objectives
Introduce the Astar ecosystem to the Bursa community.
Raise awareness about Soneium and its opportunities.
Strengthen ties with KozaDAO and local Web3 groups.
Prepare the ground for the hackathon in 2–3 months.
Promote $ASTR token usage and on-chain activity.
Our Motivation
This event is not a one-off. It’s designed to lay the groundwork for future growth of Astar in Turkey. By partnering with KozaDAO and building a strong base in Bursa, we will ensure that the upcoming hackathon has active participation and creates long-lasting value for the ecosystem.

Establish Astar as a leading protocol in Turkey’s Web3 communities.
Encourage new user adoption through hands-on activities.

@MrKarahanli-Emre Amazing! I’m pleased to see that you’ve been motivated to create this proposal, these types of activation and intimate events with local communities are very powerful.
My recommendations are:
The three main topics for Astar right now should be: Governance, dApp Staking and ASTR on Astar L1 and Soneium.
Seek to create a powerful impact on the users who attend.
Execute an attractive marketing campaign to promote the event.
It’s very important that you keep in mind a user acquisition strategy for your event. The important question is:
How many of these users will be able to become loyal to the Astar & Soneium ecosystem?
Finally, I want to promote onchain actions: mints, transfers or any onchain action that participants can execute would be powerful.
You have my support as long as you make a directional change to what I’m sharing with you.
Seeing more people take the initiative to promote Astar is always great. However, I’ll leave you with a tip for this kind of event: even if it’s chill and introductory, it helps a lot to have a communication channel with participants after the event. That way, you can follow up with those who showed interest in the project and help them get involved—because in the end, what we’re aiming for is adoption. Other than that, I wish you the greatest success.

“What kind of community is KozaDAO’s local community?”
->It is a young and dynamic community consisting of university students, people working in Web3, and developers aged 17-30. They mainly organize workshops and hackathons and support the sustainability of the projects that emerge from them.
Is this event primarily organized to lay the groundwork for a future hackathon, and is a hackathon planned afterward?
-Yes, it is organized to lay the groundwork for a future hackathon.
So, how do you plan to connect this event to the hackathon?
-Astar doesn’t just have a normal EVM network. It supports multiple networks, and WASM is unfortunately not a very common language. My goal is for the KozaDAO community to master the Astar Ecosystem (Astar EVM, WASM, Startale, Soneium…) through this pre-event. Additionally, this event will allow me to explain to community members which topics we will focus on in the hackathon (as Carlos mentioned above) and our programs that support developers like UCG.
Regarding the ASTR allocated in the budget for “raffle participants,” are you planning to have them stake it rather than simply distributing it?
-I’m open to any ideas on this matter, but for now, distributing them seems more logical. I want users to learn WASM-based wallets (unconventional ones like Subwallet) and gain on-chain experience with the chain by the time of the hackathon.

I agree 100% with what you said about the importance of these events.
Regarding your suggestions:
-Since this event forms the foundation of the hackathon, I want developers and community members to focus on Astar’s main focus. Therefore, Governance, dApp Staking, and Astar L1 topics will be discussed in depth during the presentation.
-Together with KozaDAO and our partner communities with whom we have friendly relations, you can be sure that I will prioritize the promotion and marketing of the event to increase both physical participation and visibility on social media.
-I would be delighted to see on-chain activities and would like to see them. However, since this is a gathering rather than a workshop or hackathon, the most logical thing we can do at this stage might be to mint commemorative NFTs (poap, sbt) (I am open to other suggestions as well). Do we have a tool similar to Nft2me on Astar WASM (L1)? If not, we now have an idea for a project to be done at the next hackathon Other on-chain activities expected from participants during the event include ASTR gift transfers and possibly staking (subjective).
-And I think the most important issue is user loyalty. As I said, this event is fundamental to the community in Bursa. KozaDAO has a community profile that stands out with its developers. I believe the existence of our campaigns such as UCG vs or our programs such as SFA and Soneium Spark on Soneium will generate significant interest in the upcoming hackathon among the community. My hope is that this event will attract this developer community to Astar and Soneium.

The reason I asked “whether it would be staked” is because the proposal mentioned “to participate and staking in Astar.”
So this staking did not actually refer to dApp Staking, correct?
As for staking, whether it’s done or not, I don’t see any particular issue.
I personally believe that community events and meetups are extremely important to spread awareness of Astar in local communities. This is where new builders, students, and Web3 enthusiasts can have their first real connection with our ecosystem.
From my side, the requested budget looks very reasonable, and I like that this meetup is designed not only as a standalone event, but also as a groundwork for a future hackathon.
Regarding the raffle budget (100 USD in ASTR), I’d like to suggest a small improvement: instead of using it only as a simple prize, it could also be leveraged to practically showcase operations on the Astar Portal. For example, each winner could go through a different category of activities such as:
Creating a WASM wallet
Executing XCM operations
Bridging to Soneium L2 via CCIP
Staking on dApp Staking L1
Participating in Governance
This way, the raffle becomes not only an incentive, but also a hands-on educational experience, demonstrating in practice the three main focus areas highlighted by@Juminstock :

This part is more left to free will. I will provide WASM-based wallets to raffle winners and ensure they obtain a Astar wallet address. In the next phase, those who wish to can stake it, participate in governance, or evaluate it in DeFi. This is entirely up to the winner’s preference.

I definitely think these types of events supporting the ecosystem are necessary to connect with local communities, builders, and interested members who can add value, develop, or boost the ecosystem in some way in the short, medium, and long term.

I’ve noticed that you’ve incorporated the feedback provided by the community to make your proposal much more robust and aligned with the objectives and vision of our Astar Collective, which is why I’d like to invite you to submit your proposal to Astar Governance on Subsquare.
At this stage, you have three paths to choose from:
Main Treasury Spending Request (Via Referendum): You can request the funds you need for your event through a public proposal in which any ASTR holder can vote and decide whether to approve or reject it. This path usually takes longer but represents the sentiment of the community as a whole.
Main Treasury Spending Request (Via Main Council): The Main Council is a governance entity that can evaluate and cast its voting power to approve or reject your request. This entity is considered the most robust due to its high evaluation standards. Thanks to its authority, they can grant you access to funds from the Main Treasury.
Community Treasury Spending Request (Via Community Council): This is another governance entity focused on matters related to social exposure and community management. This entity is responsible for managing the Community Treasury, a fund intended to support proposals like yours. This is the path I recommend for your request.
Even though it’s a raffle, if the tokens are simply handed out, there’s a chance they might just be sold off and that’s the end of it.
So as your proposal suggests, being able to connect it to something beyond that would be very valuable!
