Driving adoption and expansion of Astar Network and Soneium in Peru

I am pleased to present this proposal with the aim of giving continuity to current efforts and continuing to promote and foster the Astar Network and Soneium ecosystems in Peru through concrete actions with real impact. :flexed_biceps:

Proposal Description:

Objective:
This proposal seeks to continue and expand the efforts already undertaken to position Astar Network and Soneium in Peru, through the holding of three strategic events that cover different sectors of the local Web3 ecosystem, such as: the university environment, the entrepreneurial ecosystem, and the creative-technical space.

The objective of this proposal is to generate a real and measurable impact through concrete, high-level in-person actions that allow direct connection with students, developers, startups, creators, and community leaders. The idea is to educate and offer tools and opportunities so that more people in Peru can build and collaborate within the Astar Network and Soneium ecosystems.

Background:

In recent months, Astar Network and Soneium have begun to establish their presence in Peru within the local ecosystem through concrete in-person and virtual initiatives, along with strategic alliances with some of the leading Web3 communities.

In this sense, this proposal consolidates and expands that work through three key events that serve complementary audiences:

  • Connecting you to Web3 - URP
    • The objective of this event is to open the doors of Astar Network and Soneium to a new generation of talent in Peru, from one of the most renowned academic institutions in the country, Ricardo Palma University. Through this educational experience, the goal is to inspire students, developers, builders, and Web3 enthusiasts to discover the potential of building, creating, and growing within our ecosystem.

At each of the three events, a central space will be reserved for an educational session featuring Astar Network and Soneium.

This space will provide an opportunity to clearly and strategically present the vision of both ecosystems, their progress, and opportunities, tailoring the message to each audience.

Considering the proximity of the events, the timeframe in the treasury, and the low budget for each event, I have decided to group the three events into a single proposal with the intention of being able to coordinate everything in a timely manner and in advance to carry out the marketing campaigns appropriately and guarantee the expected results.

By holding these three events, we are consolidating the presence and positioning of Astar Network and Soneium both locally and regionally, generating a solid base of developers, creators, and strategic partners who can drive the real adoption of both ecosystems.

This initiative provides continuity and reinforces the work already begun in the country; it allows for the visibility of both ecosystems to diverse, complementary audiences; and it drives the growth of the Web3 community from the ground up, with tangible and measurable actions. :rocket:

Hello, @CJorgeSaez. I read your proposal in detail, including your objectives and the costs related to their execution. I have a couple of questions regarding your proposal:

  1. I’m not clear on the topics you want to present at the university and in other spaces. I also don’t fully understand the narrative you share. Could you give me more details on this?
  2. Do you have a team for the execution of this? These are 3 events you want to carry out, and even if you aim to execute this alone, the impact won’t be as desired due to work overload.
  3. The timeline is extremely short considering governance timelines and the proposals we currently have in the queue, unless you apply to the Community Treasury, though even then it’s not guaranteed.

On the other hand, there are several points that, in my opinion, work against your request for funding:

  1. This would be the 5th event/initiative requesting resources from LATAM. Since this is not our main market, I don’t want to allow the use of our treasury funds when there hasn’t been strong prior work done. Yes, I understand that without funds it’s difficult to accomplish things, but I also don’t see a team behind this planning beyond a single member. Collectives are more powerful than solo executions.
  2. You currently have another funding proposal under the Community Treasury. I’m not clear on your execution timelines for each of these proposals since both have very similar schedules. I’m in favor of doing one thing well rather than multiple things without good results.
  3. You applied for the Community Council, and although this will not require large portions of your time, it will still be a task that could interfere with other activities. I just want to know your perception on this point.

Unfortunately, I can’t take a positive stance on this proposal due to the multiple points I’ve outlined above. My opinion is tied to how we use our resources and the results expected from them. It’s more an issue of work overload, unclear execution timelines, and initiatives in a market that is almost nonexistent, which makes me skeptical.

The main narrative throughout all the events is to educate and attract new builders, developers, and community enthusiasts in Peru to begin actively engaging with Astar Network and Soneium, both at the development level so they can build within the ecosystems by launching their own dApps or supporting existing ones, and at the community level, by showcasing the tools and build environment for both Astar and Soneium builders.

Here’s a more specific breakdown by event:

Connecting You to Web3 - Ricardo Palma University (URP)
Focus: Considering that the Astar Network and Soneium presentations will be the main events at this event, and I’ll have more time for them, I’ll introduce both ecosystems, their recent updates, technical capabilities (EVM + WASM), ecosystem tools, the dApp Staking program, and a development environment for developers in both ecosystems.

I will also share future opportunities at both the community and development levels, such as the Soneium For All Incubation Program. I’m sure those who know about it will want to participate in future editions.

Startup Web3 – Peru Tech Week
Focus: This event will be the main event related to blockchain and Web3 technology within Peru Tech Week, so its audience will be crucial, as it connects builders, developers, and key members of the ecosystem such as CEOs and startup representatives, opening the doors to future strategic alliances relevant to the ecosystem.

For this event, as with the previous one, the idea is to introduce the Astar Network and Soneium ecosystems, providing their main features, their most recent updates, and showcasing the tools and construction environments they offer so that builders and developers can actively participate.

Build & Market
Focus: The intersection of technology and creativity.
This is a pre-Devconnect event. This time, I’ll have a shorter Speaking Slot of 15-20 minutes. Therefore, I’ll be a bit briefer than in the previous two events. I’ll introduce the Astar Network and Soneium ecosystems, their latest updates, and, of course, I’ll share the opportunities they can have within the ecosystems, whether as builders, developers, ASTR token holders, or simply active community members.

In all events, the approach will be practical and interactive, with Q&A sessions and participatory dynamics, ensuring that attendees take away both knowledge and a clear next step to actively contribute to the Astar Network and Soneium ecosystems.

Yeah, each of these three events has its own highly qualified team, which I’ll detail below:

Connecting You to Web3 - Ricardo Palma University (URP)
This is my own event, which I’m organizing directly with the Director of the School of Engineering and the University’s Protocol Coordinator, with whom I’ve already met and coordinated everything related to the execution of this event.

Among some highlights is that this University has been known for its interest in blockchain technology, offering seminars and hosting several ecosystem events.

For this event, Ricardo Palma University will provide me with its main auditorium equipped with all the necessary technical equipment, technical support staff, and spaces for stands and coffee breaks if necessary, completely free of charge.

I’ve previously hosted an event with them, and to give you an idea of what to expect, you can check it out here:

This was a successful event, with 120+ registrations and 80+ attendees.

For this, everything is already coordinated. The only thing missing for now is to confirm the realization of said event on my part. Once confirmed, I will proceed to meet with the Director of the Engineering Faculty and the University Protocol Coordinator to proceed to schedule the event within the academic calendar, on a date convenient for both parties.

Build & Market - Pre DevConnect LATAM

This event is being organized by Marketing Community, one of the leading Web3 communities. This community was the organizer of Bitcoin Pizza Day Lima 2025. You can check out this event and its social media channels here:

The Marketing Community team, which includes representatives from Peru, Colombia, Argentina, and Mexico, is currently organizing this event.

My participation in this event will be as a sponsor, so the only thing required from my side is confirmation of my participation.

StartUp Web3 - Peru Tech Week

This is the 5th edition of this event, and it is being organized by the Startup Web3 team, a highly qualified team with extensive experience within the ecosystem:

Among the members of this team is one of the ecosystem’s main KOLs, Renzo Wenzel, who has over 100,000 followers on social media. You can check him out here:

The StartUp Web3 team is currently coordinating this event with the UPC, with whom they have organized previous editions.

My participation in this event will be as a Main Sponsor, so the only thing required of me is to confirm my participation.

Regarding the timelines, I detail them below for better visual clarity:

  • Build & Market - Pre DevConnect LATAM
    • Estimated date:
      • September 19-21, 2025.

This would be the closest event to the current date. However, we are currently more than a month away from the estimated event date. However, if for any reason, the treasury’s schedule changes and the proposal is approved after this event’s date, I am happy to return the requested funds related to this event to the treasury.

  • StartUp Web3 - Peru Tech Week
    • Estimated date:
      • September 29 - October 5, 2025. (Peru Tech Week).

This event will take place the first week of October and is two weeks behind the previous event, so we’re almost two months away from the current date. So I don’t think there’s any problem in this case.

  • Connecting you to Web3 - URP
    • Estimated date:
      • October 13-24, 2025.

I have set this date as an estimated and tentative date, which is two weeks ahead of the previous event, maintaining the same timeline between events.

However, the specific date for this event will be coordinated with University representatives, and a mutually convenient date will be chosen, so there is no problem in this regard.

This proposal is a natural part of the previous and ongoing efforts I have been making both locally and regionally. In fact, we currently have an established and growing local community with 60+ members, reinforced by social media on various platforms.

Participation in Bitcoin Pizza Day Lima 2025 was undoubtedly a benchmark for the positioning of Astar Network and Soneium in the local ecosystem. It had 300+ registrations and 120+ attendees. This participation sparked great interest in the local community and has raised awareness of both ecosystems. This, in addition to the virtual efforts through content creation that Audiarmis and I have undertaken, has created an established community in Peru exclusively for Astar Network and Soneium. This proposal is presented precisely with the intention of giving continuity to these efforts and continuing to position both ecosystems locally.

I fully agree with this point, for this reason, and as I mentioned earlier, each of these events is supported by different teams, all highly trained and with extensive experience both in the ecosystem and in the implementation of previous events.

That’s correct. We currently have a proposal in the treasury, and we have almost everything ready for execution. For now, we are simply awaiting approval to proceed with announcing and executing the series of Spaces and Streams that will be held weekly until December.

Regarding the execution timeline, the AS - The Mastercard in Web3 proposal will be announced once approved and will begin execution the following week.

These proposals do not conflict with each other; in fact, they were structured in detail and are complementary, positioning the Astar Network and Soneium ecosystems both virtually and in person, locally and regionally.

Thank you very much for commenting Carlos, for some time now I have been committed to the Astar Network and Soneium ecosystems carrying out work aimed at the Spanish-speaking community, so for me it has been a great pleasure to run for the Community Representative Seat on the Astar Community Council, I know from my own experience in similar positions that it will be necessary to dedicate more time than the established to meet the objectives set forth within the Council, this is something that I have taken into account when presenting this proposal, so I consider that there is no interference between the proposed activities and the responsibilities of the Community Council, I am fully willing to carry them out and would be completely honored if elected, always guaranteeing successful execution with transparency and real and measurable impact. :astr:

Our main focus should be on builders or projects that use the ASTR token as a core asset of their operations. Projects like Kyo Finance, AltLayer, Bifrost and others do this, so we should focus our efforts on the underlying narrative.

Even though you are not the main organizer of the events, this doesn’t reduce your workload. Answering community questions, advising people who want to get involved in the ecosystem, running activities, distributing merch, etc. These are activities that definitely require your time and attention.

The most influential event in Peru that you mention, if it’s as big as you claim it to be, will be an enormous workload due to the flow of people. That you would represent Astar/Soneium here without a team only tells me that your efficiency won’t be the best and user acquisition won’t be adequate. I say this from the perspective of someone who has already been there.


In conclusion, I’m seeing enormous personal motivation on your part, which I applaud and appreciate, but I’m not convinced by your answers simply because as an event organizer, I can gauge the high caliber of work for a single person, and it’s not that I doubt your execution capacity, but I don’t think the resources will be used in the best way.

Yeah, that’s why for this proposal I’ve selected these three ecosystem events, where the main audience will be builders. The idea is to attract this type of talent so they can actively get involved and help grow the ecosystem, both at the development and community levels.

There are currently several ecosystem events underway, but I’ve selected these three because I believe they could be relevant to the ecosystem and contribute value by generating a significant impact. Either way, the idea is to showcase the initiatives and hear the community’s opinion on them.

For each event, I coordinate with the organizers, ensuring I have the designated spaces for the merch, volunteer members of the organizing teams, and both technical and protocol staff. Therefore, there is no problem in that regard, especially considering the limited merch available.

Regarding my availability and the time each event will require, I can assure you that it will not present any problems. Each of these events has a qualified and experienced team in charge of the organization, which will allow for an efficient distribution of tasks. Additionally, I have an open and flexible schedule with full availability to dedicate the time required to each event.

Now, if I have the privilege of being elected to the position of Community Representative for the Astar Community Council, I will ensure that my schedule is coordinated and organized strategically, ensuring the efficient execution of the activities corresponding to the responsibilities of the position.

It’s worth noting that currently all the work I’ve been doing has been self-directed. Along these lines, I’ve ensured that the proposals I’ve put forward so far have an affordable budget, a high ROI, and a real, measurable impact.

I mostly agree with Juminstock as well.

From a slightly different perspective, I think we also can’t ignore the possibility that holding events too frequently could dilute their overall impact. While concerns about workload and quality are valid, it’s also unclear whether attending multiple events in a short period of time is the most effective approach from a marketing standpoint.

In particular, since I’m not very familiar with LATAM, it’s difficult for me to predict what the visitor demographics will be for the three proposed events. If a large portion of attendees end up overlapping between them, the overall influence might be reduced (though of course, the mere exposure effect means it wouldn’t be completely ineffective).

One minor point—if goods are produced for all three events, the increased quantity could lower the unit cost of production. Since the current estimates are likely calculated on a per-event basis, there might be room to reduce costs in this area.

In this regard, and taking into account concerns about the frequency of events and the potential dilution of their impact due to the proximity of each event, I have decided to make the following adjustments to the proposal in this regard:

  • The Build and Market event, which is the closest event to the current date, is being removed from the proposal.
  • The first confirmed event will be Startup Web3, which will take place the first week of October.

In this regard, I have tentatively selected early November, thus leaving a one-month gap between both events, ensuring efficient execution with the desired impact for each event. The specific date for this event will be determined by mutual agreement with the University authorities, once I have guaranteed the event’s realization.

This adjustment guarantees:

  • Greater focus on each event individually, allowing more time for promotion, preparation, and community engagement.
  • Optimized marketing impact, avoiding audience saturation and ensuring that each activation is perceived as special and unique.
  • Ensure the desired impact of each event.

This segmentation, along with recent changes to the proposal, will allow each event to have its own audience and achieve the desired impact through efficient execution.

Thanks for this point, regarding the merch I have also made a small modification with the intention of reducing costs a little more, reducing the number of t-shirt units from 20 to 10 per event, so in total I will only have 20 units to distribute between both events, since by eliminating the Build & Market event, the number of merch units expected to be requested is also reduced, I could participate even without granting this merch, but taking into account that in these events we will be the main protagonists and that a high attendance rate is expected, I consider that it would be appropriate to grant some merch as part of the brand activation.

Well, I’ve read all the points of view in this discussion, and it’s inevitable for me to participate as well. I have a lot of respect for @cjorgesaez’s work, and he knows I’m always willing to help and team up so these kinds of events can achieve the expected results.

I’d like to answer some of the doubts raised. Peru is a key country in LATAM since we have strong, established communities. Putting Astar on the map is one of my goals too, because many great devs and builders have come from here. That said, the work to achieve this requires solid, practical strategies. Things are moving fast right now, but I believe we need to stay calm, set clear objectives, and prioritize.

I already have experience doing a sort of tour with communities—you get invited, they ask for sponsorship, and then it’s left at that. As a leader, you’re the one who must set the activation conditions, otherwise it ends up being just isolated participations without continuity :light_bulb:. What strategies do I suggest? Show up at the event, then form a group of interested people to develop or build something that can be followed up on after the event. Onboarding itself is a huge challenge—I’ve done it, and I think @juminstock has too, from what he mentioned—so from my side, I still stand by the need for support.

Since I’m in Lima like you :smiling_face: we can definitely support each other to make sure everything turns out positive. I also agree with @you425 on evaluating whether too many events could dilute the effort. Still, I believe with the right strategy, events can be a powerful way for people to start discovering the project and its strength, rather than just being information they heard once and then forgot.

In short, the proposals are interesting—thank you Jorge for sharing and taking the initiative. We need to keep promoting the ecosystem :rocket: but remember you don’t have to do it alone :smiling_face:. We’re here to contribute :100:.

Considering that some of the main concerns raised by the valuable feedback received so far regarding the execution of the events were directly related to the possibility of being elected as a Member of the Astar Community Council due to the responsibilities inherent to the position. However, considering that the results have already been announced, and since I have not been elected to the position, there will be no conflict of responsibilities or limitations regarding the time required for each event. I can now more freely dedicate the time required for the successful organization and execution of both events.

According to what was discussed with @Audiarmis , she will join this proposal, and we will be working together. With her experience and commitment, she will undoubtedly add great value to this proposal. However, I completely understand your reasoning, especially since we currently have a proposal underway.

In fact this point was only 1 of the rest that I raised previously.

What is the significant impact you see from these events?
How many Polkadot or Astar developers do you already have listed?
How interested do you think people are in what you’re proposing?

To summarize, it’s not that I don’t want to support the proposal, I definitely see the potential of our region. But above all we must be reasonable and I don’t see concrete outputs. It’s not about the funds in this case, it’s about generating ā€œrealā€ results. An inflated number of developers in a report is not real impact.

An important change for Astar is coming that will be announced very soon. After that I’m sure you’ll have better context and will be able to align your proposal to that. For the moment, I will not support a payment-front proposal without real impact.

What would I recommend to you at this point? just execute the event at the university and start creating a stronger community there. Dedicating an important focus to one area is greater than diversifying events at this point.

Answering your questions:

In terms of KPIs and deliverables, the impact would be:

  • Successful participation in two high-impact in-person events in key sectors: academia, business, and technology.
  • Expected audience: 200+ attendees.
  • Expected new community members: 80+
  • Delivery of exclusive NFTs and POAPs, facilitating emotional and digital interaction with the brand, as well as a digital certificate of participation.
  • Interactive dynamics with token and product rewards that increase interaction and encourage active participation.
  • Inclusion of new holders, builders, developers, and interested audiences.
  • Possible strategic partnerships with both academic institutions and local startups.

At the moment, we have approximately 10-15 builders in our local community, achieved through our participation as a sponsor in Bitcoin Pizza Day Lima 2025. However, this number is expected to increase since the two proposed events are focused on this type of audience.

Based on my experience working in the sector at both the local and regional levels, there is undoubtedly growing and tangible interest in the initiatives we are proposing. In Peru, the adoption of blockchain and cryptocurrencies is expanding rapidly, achieving significant participation in ecosystem events.

Between both events, the registration of 500+ people and 200+ attendees in their previous editions was controlled, so taking into account that both initiatives already have previous editions, the team that supports them, the support of the local Web3 communities, I undoubtedly believe that all the proposed metrics can be easily achieved and surpassed.

I also fully understand your point, and for this reason, I would like to hold these events retroactively, thus demonstrating with concrete, measurable, and tangible evidence the impact generated both digitally and in person, all supported by a detailed report supported by professional audiovisual content that will reflect the actual results achieved, the same as previously done with the Bitcoin Pizza Day Report.

Right now, I can’t guarantee this. However, if things change and it becomes possible, I could do it with the university event, which doesn’t require a large budget. And, if possible, with StartUp Web3 as well, of course, if the community agrees to it being done this way. If this can be done, whether just the university event or both retroactively, I will update the post with the respective announcement.

However, for now, and as I mentioned to @pitcoin777 we will currently focus on the proposal we are currently working on to deliver the proposed results.

Update

As an update, I’m pleased to share with you that I will be moving forward with the university event. It has now been rebranded as Blockchain & Web3 – Hacking the Future | URP 2025 Destino Devconnect, a university conference in conjunction with Ricardo Palma University and supported by the Ethereum Foundation. This event is currently an official part of the Destino Devconnect initiative. In this regard, and taking feedback into account, I would love to include Astar Network and Soneium as main sponsors of this initiative, this of course being retroactive.

This event will be a gateway for students, developers, startups, and community leaders to the vision, tools, and opportunities offered by the Blockchain and Web3 ecosystems. The conference will feature talks, panels, workshops, and networking spaces, creating a dynamic and educational environment.

As part of Astar Network and Soneium’s participation, I will be giving an exclusive talk and workshop for Astar Network and Soneium. These workshops will allow participants not only to learn about both projects, but also to experience how to immediately get involved, build, grow, and innovate with us.

University events are really important for spreading awareness about new technologies. Now, I’d like to ask the following:

Is there a way to participate without spending budget on merch?

I stand by my position that rewards should come after seeing the actual value that this community can bring to Astar/Soneium. Giving a talk and inviting attendees to join a group has more value than continuing to give away items. This crypto and web3 habit no longer seems scalable to me.

If you see it differently, I’d like to hear your opinion.

To clarify, this is just my personal view as an individual and a member of the Astar community. My main interest is to preserve the value of our treasury.

I understand your position, and that’s precisely why I’ve made this proposal retroactively, so I can first show the results, metrics, and real reach achieved through this participation, rather than requesting funding first.

Technically, it’s possible, especially considering I’m organizing the event. However, since this is a university conference with the participation of some of the leading startups and Web3 communities, I believe having Astar and Soneium participate as event sponsors would have a better image and greater impact if there is some brand activation.

From my point of view, I believe it’s much more beneficial for people to take home a T-shirt and brochure containing information about the project, generating a closer connection between the audience and the brand, rather than just showing up to listen. Currently, the only merchandise requested is brochures and 10 T-shirts, which I consider low for the expected audience. However, I believe this is sufficient to successfully activate the brand.

This participation will be supported by a detailed report supported by audiovisual material from the event.

It’s always a pleasure to see your strong motivation and dedication in spreading knowledge about Astar and Soneium within your local community in Latin America!

If I can share a small suggestion — as I already mentioned to another Agent some time ago regarding his own event proposal — I think the budget portion allocated to the airdrop could be optimized in a more strategic way.

What do I mean by that? I’m totally in favor of including some ASTR tokens in the budget for giveaways or airdrops, but I believe it would be more constructive to use them as an educational incentive, helping participants learn something practical about Astar and start appreciating the ecosystem.

For example, you could reward attendees who complete simple on-chain actions such as:

  • Creating a WASM or EVM wallet and connecting it to the Astar Portal

  • Performing dApp Staking while explaining how it works

  • Bridging assets to Soneium L2 via CCIP, and so on.

This way, the ASTR tokens are used to actively engage the audience while they perform real operations on the network — something you could also track and include in your post-event report.
